He had a quick drink to give him Dutch courage(為了壯膽,他端起酒一飲而儘)。

President Bush Participates in Signing Ceremony with NATO Secretary General De H -

PRESIDENT BUSH: Mr. Secretary General, it's good to have you here in the White House.

SECRETARY GENERAL DE HOOP SCHEFFER: Thank you, Mr. President.

PRESIDENT BUSH: Thank you for your steadfast leadership and your courage. Ambassadors, thank you for joining us. The ambassador of Croatia and Albania are here for a special reason. Congressman Engel -- I think he's here. (Laughter.) Right in front of us. Congressman, we are so honored you have taken time to be here. Deputy Secretary England, and the Chairman of the Joint Chiefs of Staff, Admiral Mullen, thank you for ing. Ambassadors, members of the administration, members of the Diplomatic Corps, friends of freedom: Wele, we are glad you're here. This is a special moment in the hopeful story of human liberty, as America formally declares its support for Albania and Croatia's entry into NATO.

With today's ceremony, we two young and vigorous democracies seeking to assume new responsibilities in a time of terrorism and a time of war. We strengthen America's partnership with nations that once found themselves in the shackles of munism. We rejoice in taking a major step toward weling the people of Albania and Croatia into the greatest alliance for freedom the world has ever known.

The United States is proud to have supported the NATO aspirations of these nations from the beginning. Laura and I fondly remember our visits to Tirana and Zagreb, where we met people who are showing the world the potential and the promise of human freedom. The citizens of Albania and Croatia have overe war and hardship, built peaceful relations with their neighbors, and helped other young democracies build and strengthen free societies. The people of Albania and Croatia are helping move the world closer to a great triumph of history: A Europe that is whole, a Europe that is free, and a Europe that is at peace.

The invitation to join NATO is recognition of the difficult reforms these countries have undertaken on the path to prosperity and peace. In return, NATO membership offers the promise of security and stability. The United States and our NATO allies will stand united in defense of our fellow members. Once Albania and Croatia formally join NATO, their people can know: If any nation threatens their security, every member of our Alliance will be at their side.

The road of reform does not end with acceptance into NATO. Every member of the Alliance has a responsibility to enhance, promote, and defend the cause of democracy. I'm confident that Albania and Croatia will deliver on their mitments to strengthen their democratic institutions and free market systems.

Albania and Croatia's entry into NATO is an historic step for the Balkans. In the space of a single decade, this region has transformed itself from a land consumed by war to a contributor to international peace and stability. America looks forward to the day when the ranks of NATO include all the nations in the Balkans -- including Macedonia. I thank Macedonia's ambassador for joining us today. We're proud of the steps you're taking to strengthen your democracy. The great NATO alliance is holding a place for you at our table. And we look forward to your admission as a full NATO member as soon as possible.

Our nations seek a path to NATO -- other nations seek a path to NATO membership, and they have the full support of the United States government. Today I reiterate America's mitment to the NATO aspirations of Ukraine, Georgia, Bosnia-Herzegovina, and Montenegro. The door to NATO membership also remains open to the people of Serbia, should they choose that path. All these nations treasure the blessings of liberty because they remember the pain of tyranny. And they share NATO's solemn mitment to defend the free against the unfree, and the weak against the strong.

The lasting strength of the NATO Alliance is a testament to the enduring power of freedom. And the expansion of this Alliance will lead the way to a safer and more hopeful world. On behalf of my fellow Americans, I offer congratulations to the people of Albania and Croatia on this historic achievement. May your children always honor the struggles you endured. May the stories of Albania and Croatia be a light to those who remain in the darkness of tyranny. And may your example help guide them to a brighter day.

It's now my honor to wele the Secretary General to the podium. Mr. Secretary General. (Applause.)

SECRETARY GENERAL DE HOOP SCHEFFER: Credit where credit is due. Mr. President, Madam Ambassador, Mr. Ambassadors, Excellencies, ladies and gentlemen: Almost 60 years ago now, when NATO's founding treaty was signed right here in this city, one delegate expressed the hope that it would prove to be a continuous creation. Today's ceremony is ample proof that this hope has been realized.

With Albania and Croatia, two more proud democracies will soon enter our transatlantic family. What started with 12 nations will soon prise 28. There is no stronger vindication of the enduring nature of the Washington treaty and of the values that it enshrines. Our Atlantic Alliance was born in the Cold War, but it has long outlasted the circumstances that brought it into being. NATO today is an active Alliance and actively working to defend its values against threats from wherever they may e; an Alliance whose members are mitted to developing the instruments and the capabilities that are needed to fulfill their demanding missions; and an Alliance determined to work with other nations and organizations to deal with the many challenges before us.

Today we will be witnessing the United States of America ratification of the Protocols of Accession. Given the indispensable political and military role of this nation in our Alliance, this is a most significant moment. We are now one major step nearer to weling into the Alliance Albania and Croatia, two more countries who have demonstrated, by word and by deed, that they are willing and able to shoulder the responsibilities of NATO membership.

Their accession will be a boon for NATO, as it will strengthen our mon effort to safeguard and promote security and stability. But -- and you, Mr. President, said it already -- it will also be a boon for southeast Europe and a vivid demonstration that southeast Europe can shed its tragic past. Both countries have set an example for others to follow and we will encourage and support all those who aspire that same goal -- for the Europe we are seeking to build should be a continent where nations are free to determine their own future and not have their future decided by others.

Mr. President, Excellencies, ladies and gentlemen: Even after almost 60 years, the Washington treaty indeed remains a continuous creation. This treaty has not only sparked a unique Alliance, it has also helped to create a unique transatlantic munity, a strong munity of shared values and interests, a munity which shall be strengthened further with the joining of Albania and Croatia.

And let me end, Mr. President, by crediting you for your relentless investment and your relentless energy of making NATO a larger and more successful Alliance. I think we have seen in your eight years the energy this Alliance deserves -- but without your personal mitment, I think this would not have been possible. Let me add that finally, on a personal note. Thank you very much. (Applause.)

The whole question of the changing role of Blacks in American society as been the subject of newspaper articles around the world so frequently that visitors to the United States do not know what to expect when they arrive. They may be surprised when they see that Blacks and Whites work side by side in offices , factories , and schools across the country . The majority of Blacks in the United States, however, live in and around only a small number of American cities.

Many dark-skinned visitors arrive in the United States fearing personal attack or expecting various degrees of racial prejudice. Some forms of discrimination [1] still exist ,unfortunately, especially in the areas of the housing , schools , and jobs . The school equality is still more a dream than a reality. There are still too many areas of the country where Black Americans do not enjoy the same full opportunities as White Americans . However, the vast majority of American s are working , studying , and sharing public places together. This was not true even a few years ago in some parts of the country , but progress is steadily being made ,中文翻譯日文. You will be able to observe the improvement in race relations as soon as your plane lands . You will see it in the airport, in public buses and trains , in theaters , restaurants , rest room, in sops and libraries , in offices and factories . Close personal friendships between Blacks and Whites , full trust and social relationships are still not mon , except in certain areas, However, even in this - the slowest area of progress-there has been change , especially among young people.

On Saturday, Shakira was named Harvard's Artist of the Year, at a ceremony at the university.

On accepting the award, Shakira gave the following speech:

President Faust, Dean Smith, Dean Fitzsimmons, Professor Pfister

Dr. Counter, my dear friend Howard Buffet and, above all, the students of Harvard university.

Thank you so much for the honor you have paid me today.

I'm thrilled to be here, thank you so for such a warm wele, I've had a lovely day here in Harvard and I feel extremelyhumbled

I graduated school when I was 15, and except for taking a history course at UCLA in the summer of 2008, I promiseyouI haven’t been in a classroom. So… as I entered the premises today I had to call my mother and tell her: hey mom guess what ! I got into Harvard! Of course she knew it was only for a day!

Now, normally when I get on stage, and for the audience's sake and sanity I'm allowed to sing and dance ONLY.

It's why you'll have to forgive me for making the most of this occasion abusing the podium and sharing some of my thoughts.

Not every day I'm presented with the opportunity to talk to a group of people that soon will plant relevant ideas in the heads and hearts of generations to e.

So don't blame me if I'd like to share with you some of the thoughts that crossed my mind on the plane ride ing here or things I've learned from people I've known through my trips while advocating for universal education in the developing world.

Now I don't have to tell this audience about the power of education.

This is the place where the brightest and the best have e to study, to learn and to teach for well over 300 years.

Your predecessors, the graduates of this university – and a few of her drop-outs – have gone onto shape this country and our world for the better.

So you have – just like I do today in receiving this award – big shoes to fill.

But that's a challenge you will relish. For you are not at Harvard by accident or luck. It's your intelligence and hard work that got you here.

And there is nowhere better to help you shape your human potential than this great place of learning.

Not everyone can study at this university, of course.

Buteveryone, wherever they live, whatever their background, deserves the chance to make the most of his and her potential.

Now, as you will know I am certainly no Mother Teresa. And there are many worthy people who dedicate their lives to changing those of children around the world.

It is they who should be on this stage before you talking about education. But not all of them have this chance, today I do.

What I am is a little woman with a big mouth.

A woman who has been blessed with a big platform to lend her voice for those who don’t have one.

As a child of the developing world, it is my duty to use this voice in every way I can to promote the message about the power of education to change lives.

The scandal is that many millions are condemned forever to a life of poverty and segregation even before they bee adults.

I saw this all around me when I was growing up in Colombia, and in Latin America, which is the most unequal region in the world. I learnt that in Latin America, as is the case right across the developing world, that if you are born poor, you will die poor.

I remember vividly growing up in my hometown of Barranquilla, I saw children near my house who were smart and vivacious with enormous talents, children who probably sang and danced much better than me, however they were living in the streets with nothing. No hope, no future.

As a child seeing all this made me sad but, more importantly, it made me angry. Later life gave me the chance to channel all that inconformity when I realized that there were solutions to these issues (and thank God because so much anger cannot live in such small body). So I soon understood that the more we talk about those things that bother us and seem impossible to be fixed the more we can fix them. No child has to die poor and unfulfilled just because he or she were born poor. I know for a fact that with a bit of effort and a ton of conviction; fate can be changed

We know that implementing universal education is hard, especially to create the political will and reform the cultures. But it can be done.

Let's be bold. We have the ideas, the intelligence, the human resources, governments have the money and young people have the influence. The ball is in our court.

If we all want the eradication of poverty, promoting education for all, will be the fastest vehicle to take us there.

200 million children currently live without access to primary and secondary education this can only be a synonym of hunger, resentment, violence, discrimination, war.

Education is the way to guarantee this doesn't happen, and to ensure global security and economic development. It's the best strategy for peace. After all isn't that what rich and poor countries both want? Investing in education for all is good business. So why wait?

I like to think of those 200 million children around the world who don't have any access to primary or secondary school, as 200 million minds that can reach their full potential and bee the scientists and the inventors of tomorrow, the teachers, the artists, the environmentalists of tomorrow, the doctors who can cure our illnesses, the wonder makers of tomorrow. I’d like to imagine the world in a few years from now as a big think tank of revolutionary and vital ideas generated by the children that today live in remote and vulnerable places in the world.

I believe in humanity, and it's enormous potential, and I believe we are only at the threshold of what we can all achieve. The best is yet to e.

It is precisely in times of economic crisis like these, when we should focus on educated minds. Because it's been historically proven that educated minds will bee the foundation of wealthy societies.

But we all know that it cannot be left in the hands of governments alone, we don't have time for bureaucracy while infinite human potential goes to waste every day, and millions of children are losing the opportunity to develop their talents remaining excluded and ostracized from society.

That's why citizen activism is so vital.

Now you might be wondering how I became so interested in the value of education. Well, I'm only a student on these issues but I am fascinated with the way investing small efforts in education can guarantee big results over a short period of time. For over 14 years we1ve been working in Colombia hand in hand with Maria Emma Mejia through Barefoot, the foundation I established in my country when I was 18 years old, and since then we've been building schools in areas of extreme poverty and conflict, working with internally displaced families. We have built six state of the art schools offering support to 30,000 families and quality education as well as nutritional meals everyday to our 6,000 students, creating a prehensive model of education in which the school bees the center and heart of the munity.

The most rewarding thing about working on this project is to see how with only two dollars a day per child. Children who could have been recruited by the militia or paramilitary groups are now on their way to college. We are happy to share that some of our students have achieved the highest national scores in State testing this year. And that is very encouraging. A few years ago we would have thought this impossible. But today we know that all these changes occur in a matter of just a few years if the investment in education is prehensive.

We hear all the time how education transforms lives. Well, I'm telling you, I have seen it happen. Not once or twice but time and time again.

Sure, we also work in partnership with governments but if there is something I have learned these years, is that once the private sector get it's hands on a school project then the government cannot refuse to participate.

So as citizens we can only push and push our leaders to get involved with issues that are not always at the top of their political agendas.

Also I find that if wee work to inspire the younger generations they will bee more and more impatient, more and more active

Speaking of youth activism, at my last performance in Madison Square Garden I remeber there were some kids that I met after the show. They handed me the usual letters which I assumed were fan letters. Instead, inside were donations to sponsor children in my country.

And like them I have met countless students that have told me how they have spent their vacations volunteering in Haiti or Colombia or el Salvador.

It is through volunteering in countries across the world how young people are making a difference.

Every day more of us understand that the world is a small neighborhood and that if there is a kid with an empty stomach in Bangladesh or Latino kid, the son or a daughter of an immigrant who can't go to school in the United States, that kid should be a concern and a responsibility to all of us.

Also through this journey I've had the chance to meet with experts that have taught me amazing facts that have pletely broadened my vision on the impact of education. For instance how just one year of primary education means a 10 to 20 per cent increase in wages in an adult life. And every dollar invested in early childhood development programs will give back to the state another 17 dollars..

We can't afford to miss out on this investment.Universal education is the fuel to the engine of change, and we need to start it now.

So I promise to use my big mouth to make as loud a noise as I can and believe me i can be loud when I need to be.

Butin the end, you are the people that are going to have the power to make universal education a reality and shape our world in whatever shape you want. When you leave here, you will be the policy makers, the business leaders and the educators and bee extremely influential to determine the order of the world

We are already seeing your generation give a lead in pressing for democracy in the Middle East.

We need to see the same courage and mitment in ensuring every child can benefit from the transformational power of education.

You are the architects of change who can – no will - make your mark on the world just like your predecessors did.

I've been told: that the students of Harvard don't look for jobs, they create them.

So I wonder can you help the rest of us create a more just society?

I say, "yes" through your future practices.

By promoting education for all, and by giving every child the chance to make the most of their potential, you will take a huge step, as the Harvard Foundation urges, "to enhance the quality of our mon life".

Thank you so much for listening to me and my vehemence. Thank you for this honor.

And remember the ball is on your court!

President Bush Discusses Health Care -

June 27, 20

THE PRESIDENT: Good afternoon. Thank you all for being here. I just finished a really interesting and good discussion with a group of distinguished health care experts. I appreciate you all taking your time. Mr. Secretary, thank you for being here, as well.

These men and women have different specialties, different backgrounds, and different ideas, but they all agree on an important fact: America's health care system is in need of serious reform. And I agree. The American people share that belief, as well. In my conversations with Republicans and Democrats and business owners and workers, I hear the same concerns: America's health care is too costly, it's too confusing; it leaves too many people uninsured.

The fundamental question is, what should we do about it? On that question, our nation has a clear choice. One option is to put more power in the hands of government by expanding federal health care programs and empowering bureaucrats to make medical decisions. The other option is to put more power in the hands of individuals, by making private health insurance more affordable and accessible and empowering people and their doctors to make the decisions that are right for them. That's the divide.

Debate between these two options is now beginning to play out on Capitol Hill. Democrat leaders in Congress are considering a massive expansion of government health care through a program called S-CHIP, which stands for State Children's Health Insurance Program. This program was designed to ensure that poor children without health insurance receive the medical care they need. I support S-CHIP for that purpose. I think it makes sense to have a program to help poor children get the health insurance they need.

My budget increases funding for the poor children in S-CHIP. The problem is that Democrats want to expand S-CHIP far beyond its original intent. If their proposal bees law, S-CHIP would expand its reach to include children from family that earn as much as $80,000 a year, as well as some adults. This is a massive expansion of the program.

And as a result, many of these people would give up the private health insurance they have now as they move to government health care. In fact, a recent study estimated that as many as half the children enrolling in S-CHIP would drop their private health coverage, which is contrary to the program's original purpose. The Democrats' proposal is part of a larger strategy.

At the same time that they try to expand S-CHIP to older citizens, they are trying to expand Medicare to younger citizens. Their goal is to take incremental steps down the path to government-run health care for every American. It's the wrong path for our nation. Government-run health care would deprive Americans of the choice and petition that es from the private market. It would cause huge increases in government spending, which could lead to higher taxes. It would result in rationing, inefficiency and long-waiting lines. It would replace the doctor-patient relationship with dependency on people here in Washington, D.C.

And there's a better way forward. We strongly believe that the S-CHIP proposal put forward by some Democrats in Congress needs to be resisted. And here's what we believe. We believe there's a better alternative. Instead of expanding S-CHIP beyond its purpose, we should return its focus to the children most in need. And instead of encouraging people to drop private coverage in favor of government plans, we should work to make basic private health insurance affordable for all Americans.

My administration is pursuing this goal in a variety of innovative ways. We created health savings accounts which allow people to save, tax free, for routine medical expenses and help reduce the cost of private insurance. We're working to pass association health plans so that small businesses can insure their workers with private coverage at the same discounts that big businesses get. We're working to stop junk lawsuits to drive up private insurance premiums and good doctors out of practice.

The best way to make private insurance more affordable, however, is to reform the tax code. Under current law, workers who are fortunate enough to get health insurance from their employers receive a tax benefit. But if you buy insurance on your own, you get no tax benefit.

That's unfair, so I propose leveling the playing field. Under my plan, every family with private health coverage will receive a standard tax deduction of $15,000. That means families could deduct $15,000 from their ine before they pay taxes, no matter where they get their health insurance. I'm pleased that many health care experts and members of Congress share the objective for ending a bias in the tax code.

Now I recognize some of them believe a tax credit for health insurance would be a better way to do so. For example, some have proposed a tax credit of $5,000 for every family with private coverage. This would have a similar oute as the standard deduction I proposed, and I'm open to further discussions about these two options.

Whichever plan we choose, reforming the tax code would have a major impact on American health care. That's what's important for our citizens to understand. There's a better way from expanding the government, and that is to reform the tax code. For example, just as tax incentives for home ownership have encouraged more Americans to buy homes through the private housing market, new incentives for health insurance would lead more Americans to buy coverage through the private health insurance market. And that's what we want. That ought to be the goal of this country.

By reforming the tax code, it would help more than 100 million people who are now covered by employer-provided insurance reduce their tax bills. Those who now purchase health insurance on their own would save money on their taxes for the first time. As many as 20 million others who have no health insurance would purchase basic coverage.

While the federal government is working to reform the tax code,翻譯, states should address other problems in our health care system. That's precisely what the Secretary is doing, working with our states. States should make reforms to ensure that their citizens have access to basic private health insurance. It's a dual responsibility. If we want a better system, the federal government has got a responsibility to reform, and so do states.
As they do so, they should ensure that help is provided to those who can least afford coverage.

We're at a decisive moment in the debate over health care. The choices we make now will set the direction of medical care in America for years to e. I'm going to continue to work with members of both parties to look past tired, old proposals that make bigger government programs the solution to every problem. I'm going to continue to push for new and innovative ways to help every American afford basic private health insurance. I will continue to put my trust in the good judgment of the American people, and I'll put my trust in the finest system of private medicine in the world.

I want to thank you all for ing, thanks for your interest. Thank you. (Applause.)
